Building an Effective dL Leadership Course            Alton L. Dunham II, Defense Information Systems Agency, VA            Karen Spurgeon, Army Management Staff College, VA ABSTRACT The distributed learning (dL) phase of the Civilian Education System (CES) Intermediate course is part of a progressive and sequential leader development program that provides educational opportunities for Army civilians throughout their careers. Key curriculum concepts were derived by identifying and aligning the dL curriculum with the Department of Defense Leader Development Framework and Leader Development Continuum dated March 2008. The curriculum is designed to address real world issues such as decision-making, resource and human capital management, and economies of scale.
